Targeted Airshed Grant project to partially fund the purchase of a Tier 4 diesel-electric switcher locomotive for CEMEX in Victorville.

CEMEX: “Locomotive Replacement Project in the Western Mojave Desert Air Basin”

The California Air Resources Board (CARB) partnered with MDAQMD on the “Locomotive Replacement Project in the Western Mojave Desert Air Basin” for the replacement of an uncontrolled/unregulated 1984 Electro-Motive Division of General Motors (EMD) diesel-electric four-axle road switcher locomotive with a Tier 4 Knoxville Locomotive Works Series 4000 diesel-electric four-axle road switcher locomotive in response to the EPA “2019 Targeted Airshed Grant (TAG) Program” (EPA-OAR-OAQPS-20-01) Request for Applications (RFA) pertaining to the Mojave Desert Air Basin.

MDAQMD Grants Section staff worked with CEMEX in acquiring funding from the TAG Program. Using funds allocated from that program, the District contributed $2,478,600, or 83% of the project's $2,994,975 total cost.

The Tier 4 Series 4000 is the cleanest available technology and the replacement project will maximize emission reductions to the tune of a 99% annual reduction in PM2.5 and oxides of nitrogen (NOx). The previously operating uncontrolled 1984 locomotive was destroyed and rendered inoperable pursuant to the requirements of the TAG program.

Total funding amount: $2,478,600
